Development Model of Broadband PPDR

Public Protection and Disaster Relief (PPDR) is an activity of prevention, treatment and protection against things that harm other people who may have a significant effect, injury, loss or damage such as crime and disaster whether caused by people or nature which important for the creation of a secure and comfortable condition in the community so that it can support national stability. 

Today, the communication systems in supporting public safety agencies have different standards, such as by using different frequency range between 300 MHz – 800 MHz and by using different technologies. The most widely used technologies are the conventional systems, trunking systems, PSTN (Public Switched Telephone Network) and commercial cellular networks. In the fact, the condition of public safety in Indonesia still independent which do not support interoperability among the agencies. It causes the difficulty of coordination between agencies responding to disasters. In addition, public safety network in Indonesia is still based on narrowband. The capital expenditure (capex) and operational expenditure (opex) will require high investment cost when each of public safety agencies build their own broadband network independently. So, it will burden the government budget while public safety traffic is only on emergency conditions which based on the data of Operational Statistic and Traffic Site Summary, the average channel occupation of the communication during emergencies or disasters which occurred is 31.32 percent from total capacity or 7.52 hours/day.

At the same time, Government and public sector agencies are two major new comers. Indonesia economic master plan (MP3EI) launched in 2011 had included the broadband services as one of national connectivity infrastructure. The master plan also requires broadband services to support the Megapolitan zone development, such as Jakarta Great area which includes the responsible agencies and organizations dealing with maintenance of law and order, protection of life and property, emergency situations, dealing with a serious disruption of functioning of society, posing a significant widespread threat to human life, health, property or environment, whether caused by accident, natural phenomena or human activity, and whether developing suddenly or as a result of complex long-term processes. 

Consistent with the issue of broadband public safety, based on Ministerial Decree number 22 year 2011, The Ministry of Communications and Information Technology of Indonesia has planned migration of analog terrestrial television to digital television services which targeted until 2018. An opportunity to use the 700 MHz for Broadband PPDR frequency allocation. In the article 4 of Ministerial Decree number 18 year 2005, it is declared that in the case of the government entities want to use telecommunication network, they could to lease it from the network provider. In the other hand, specialy in the article 7 of Ministerial Decree number 18 year 2005 declared that the government entities are prohibited to collect the payment of their network.

Public and private partnership (PPP) development model of broadband public safety between cellular operator and public safety agencies such as the local government, police agency, Health Department, Fire Brigade, and the National Disaster Management Agency is a challenge for the government to provide broadband access and lower development cost than each of the public safety agencies build a broadband network independently.

I used to think that the model of broadband public safety in Indonesia can be developed by using investment budget cost to build a broadband network independently of each agency so that to compensate public safety user traffics will be used from it. Public safety users are the member of cellular users that will be given priority access or Quality of Service (QoS) but they are not as profitable users for cellular operator. So, the cellular operator is only get expense infrastructure compensation due to the addition of user traffics of public safety and the feasibility of this model can be measured by the Net Present Value (NPV) calculations. This idea may be implemented.
